Home and School Association Bylaws
Saint Paul School

Article I

Name

The name of this Association is the St. Paul Home and School Association.

Article II

Objectives

The objectives of this Association shall be:

A) To achieve a closer relationship and understanding among the parents, pastor, school principal, and teachers of St. Paul School so that the educational, social and spiritual development of the children may be broadened and improved.

B) To cooperate with and assist school personnel in specific projects and undertakings which will increase the educational opportunities of the children.

Article III

Membership

All parents of children enrolled in St. Paul School shall be members of this Association.

The school principal, pastor and teachers shall be non-voting ex-officio members of this Association.

Article IV

Meetings

A) Regular meetings of this Association shall be held on the second Monday of every other month, beginning in September and ending in May.

B) Special meetings shall be called by the Executive Committee upon seven days’ notice.

Article V

Officers and Their Election

A) The elected officers shall be President, Vice President, Secretary, and Treasurer.

B) The Executive Committee shall present names of candidates for office at the March meeting. Nominations may also be offered from the floor.

C) These officers shall be elected at the May meeting by a majority of qualified members present and voting and will take office on July 1.

D) The term of office shall be for one year. No officer shall hold the same office for more than two consecutive terms.

Article VI

Duties of Officers

Section 1

The President shall plan the meeting agenda, preside at all meetings of the Association and of the Executive Committee, shall appoint all committees, and shall perform such duties as may be prescribed by these bylaws or assigned by the Association or by the Executive Committee.

Section 2

The Vice President assists the President, performs the duties of the President in his/her absence, ensures that at least two room parents are secured for each grade, and serves as a liaison between the room parents and the Executive Committee. The Vice President shall meet with the room parents prior to the September meeting to review the duties of the room parents and distribute contact information for their respective classrooms. The Vice President shall plan and coordinate the teachers’ luncheon during Catholic Schools Week and Teacher Appreciation Week.

Section 3

The Secretary keeps accurate records and minutes of all meetings of the Association and Executive Committee, publishes notices for all regular meetings, distributes minutes of the previous meeting, and maintains all correspondence files for the Association and the Executive Committee. The Secretary shall submit meeting minutes to the administrator of the St. Paul website within two weeks after the meeting.

Section 4

The Treasurer shall receive all monies of the Association, shall keep an accurate record of receipts and expenditures, and shall pay out funds as authorized by the Executive Committee. The Treasurer shall present a verbal and written summary of account at each meeting of the Association, and shall submit a copy of the report to the administrator of the St. Paul website within two weeks after the meeting.

Section 5

Officers may enter into discussion at Association meetings and vote on issues, with the exception of the President, who will vote in the event of a tie.

Article VII

Committees

Section 1 Executive Committee

The Executive Committee consists of the officers of the Association, immediate past president of the Association, pastor and school principal. Meetings of the Executive Committee are called by the President and are held on an as needed basis.

The duties of the Executive Committee shall be:

A) To plan an annual budget prior to the September meeting.

B) To transact necessary business in the intervals between meetings and such other business as may be referred to it by the Association.

C) To approve the plans of all committees.

D) To fill vacancies in offices when they occur.

E) To secure committee and fundraiser chairpersons.

Section 2 Playground Committee

The Playground committee shall consist of a member of Home and School, the principal and pastor. Duties shall be to provide recommendations on acquiring and maintaining playground equipment and grounds.

Section 3 Athletic Committee

The Athletic Committee shall consist of the Athletic Director, a member of the Executive Committee, the pastor, school principal and head coaches. Duties shall be to make recommendations relative to the athletic programs, including the scheduling of games, special rules and regulations for participants, care and maintenance of equipment, and distribution of athletic monies.

Article VIII

Amendments

A) These bylaws may be amended at any regular meeting of the Association by a two-thirds vote of the members present and voting, provided notice of the proposed amendment shall have been made available to each Association member at least fourteen days prior to the meeting at which the vote is to take place.

B) A committee may be appointed to submit a revised set of bylaws as a substitute for these bylaws by a majority vote at a meeting of the Association, or a two-thirds vote of the Executive Committee.

C) Bylaws shall be reviewed at least every five years.
